The federal government is finalizing a mechanism to inspect frontier AI models before release. On Tuesday, Aug. 4, 2026, the White House met with OpenAI, Anthropic, Google and Meta to work through a framework for pre-release government review, CNN reported.

The framework traces to [Executive Order 14409](#), signed June 2, 2026. It lets developers of “covered frontier models” voluntarily grant federal agencies up to 30 days of access before a wider release, a window reportedly cut from an earlier 90-day draft. Participation is not mandatory, and the order imposes no licensing or preclearance requirements.

Treasury, NSA, CISA and NIST were tasked with defining the covered-model threshold and building the voluntary process, TechTarget reported. A White House official told CNN the framework is “complete” and industry talks are underway.

For federal security leaders, this is a concrete evaluation checkpoint to plan around once the threshold is finalized. However, no single agency has been named to lead the review, and the benchmarks remain classified.

Enterprise CISOs relying on these vendors should anticipate release-timing shifts tied to the window. Expect federal inconsistency. CNN reported the Pentagon earlier designated Anthropic a “supply chain risk” over safety guardrail disputes, a signal that agency-level treatment of the same vendor can diverge. A related provision reportedly also creates an “AI Cybersecurity Clearinghouse,” a separate oversight track.
